Absolutely
The seatpost rust is a bit worrisome about how it’s been stored. On the other hand, this era (around 1990, identifiable by the jazz scribbles instead of stripes) Peugeot were using Manganese tubing, and if this is the case, you couldn’t break it if you tried.
