Hello ,
So I would really like to use the seat however, it seems like the stem post is cut/broken and too short for my liking.
Would I be able to unscrew these nuts and attach this seat to this post?
Or to find any solution what would I have to purchase ?

Step 1: make sure those posts are the same diameter. I wouldn’t bet on it if one was just laying around.
I’d they’re the same, you can undo the bolts on the original seat mount hardware, and then install onto the other.
Yes, you can disassemble the clamp and the rails will fit on your modern seatpost.
FYI, the old seat post is not broken, that is the normal length from a 1970-1980’s frame. The clamp is cheap, also typical for that era.
