Or is it a spacer? I’m kind of confused by this. At first I thought the HCW-5 would fit, but that’s way too big.
Full disclosure – I haven’t started taking the headset apart yet to determine if this can be removed by hand. Trying to get any tools I’ll need lined up first.

You might be able to remove it with your hands. Sometimes a fixed gear lock ring wrench will also work but u/cargopile1314 is correct in their tool recommendation.

Remove the stem, unthread the top nut, go from there

A lock ring spanner. Or a flat head screw driver and a hammer.
