Can’t find anything online when I google for it or look on their site.
What’s on the opposite side of that valve? Like inside the bag.
Perhaps a place to keep a tube cap while you are filling your tire or fixing a tube?
By older standards, that’d be kinda novel or cool. For today, it’d add extra cost.

The website you linked mentions a link for connecting a rear light… is that what it is?
Maybe for cleaning? Try attaching an air pump to it and pumping air through it. If no air goes through then it might be an attachment system for something else?
