Spray paint over a finished paint job will peel. If you don’t care that much, use a sharpie. If you care a bit more, cold blue (this looks like steel?) and boiled linseed oil.

Get some black vinyl wrap and rewrap that tube

I used black nail varnish on any marks. It has a clear coat in it and you can get different types of finish.
A bike is a tool to me. It’ll get chipped and scratched, anything that rubs a clear vinyl can be applied.

Yes but it might be hard to get it to match. You’d have to mask off the rest of the frame and feather it in.
I’d probably just stick black nail varnish or marker pen on it.
