With enough straps, anything can be mounted to anything, but the Ortlieb front pack is made to only fit the quick release mount that it comes with.

That image is of the Fork-pack bag. I think it’s meant to attach to a fork not a rack. The Sport-rolller or Gravel-pack panniers have those djustable attachments to fit on different racks.

Your rack looks brand new – if possible, id return and get the tumbleweed rack. It has mounting points for those bags and that’s exactly what I use for my panniers – it’s BOMBER. They’re locking so they don’t rattle and flop around like big panniers and allow for easy packing and gear access.
