I’ve recently found a good deal on a carbon frame. Problem is that it was slammed. Literally only have enough room for a stem. I’m looking to extend it at least 20mm. Would this be safe to use?

I wouldn’t. Compression plugs hold just enough to preload the bearings. I don’t think they’ll take the actual beating of a rough road.
Not sure anyone can give you a definite answer. For me it’d always be a lingering “what if…” Thought. A steerer tube extension on a carbon fork will never be as strong as an uncut steerer. Does that mean it will fail? Who knows! But if it does, your dentist will thank you.
Get a stem with a sharp upward rise.
