  1. Presuming all the headset spacers and what not are removed, there is probably a rubber washer type thing in there. I like tapping the side of the head set with a rubber mallet to help pop it out. Not up down, but perpendicular to the head set.

    I just use a wood or rubber mallet and smack it down once or twice. Then lift the fork up the distance that you just smacked it down. That is usually enough space to get the little angled split washer off the top. That’s what is generally holding it on.
