Not entirely sure on role of this sleeve as it is not exactly fixed in and has rubber rings on either end. Will the pitting on the inside cause issues or does it need to be smooth? Is the axle turning in it or on the bearings?

Try a tight fitting rag with a bit of WD, that is just surface oxidation and shouldn’t be hard to clear
