I would prefer not having any suspension for a winter beater.
I would generally discourage buying any new bike less than 500-700$, particularly department store bikes. I’m sure they’ve gotten better but you just aren’t going to get very good components new for such a low cost.
You’re much better off finding basically anything on the used market that is higher end but older, you can easily get a nice bike for 200-400
