  1. I am not sure if it’s the collar or the shim that is the issue, or perhaps both. It feels like if the collar were to tighten better, it would fix the issue.

  2. I have figured it out. The clamp SHOULD be on the frame itself. After putting it on the outside of the frame, then inserting the shim, then the seat, then tightening, it seems to be working as intended.

  3. The collar should go ON THE SEAT TUBE of the bike – not directly on the silver shim!

    * Remove the seatpost, shim, and seatpost clamp from the bike.
    * Open up the black quick release clamp/collar so that it can fit AROUND the seat tube on the frame – there should be a lip in the inside of the clamp, the collar should be fully inserted onto the seat tube such that this lip is seated on the top of it
    * Place the silver shim in the seat tube, such that the lip on top of it is seated on the black clamp

Now you can stick the seatpost into the assembly. Adjust the nut on the clamp’s quick release as necessary to get the right clamping force, such that you seatpost is held in place but you can still open and close the clamp by hand. A good starting point is “you start to feel resistance closing the lever when it’s pointing straight out to the side”.
