Hello all, this is more of a curious question. I found this deal on a 08 Fuji cross pro for 200. First and foremost is that a good deal, but also what was the deal with brake levers when you have road levers was that a thing at one point of time or was it something that the previous owner did

So you can brake while your hands are up there, without having to move to the hoods or drops.
Top mount brakes let you brake on the tops (aka top of the handlebars).
This is a cyclocross bike, if you’re on really rough terrain, being on the tops can be more comfortable, and this allows you to brake with your hands in that position.
Nice on steep descents, you can get behind the saddle much more easily on the tops.
Also welcomed by heavier riders, who are more likely to spin their bars in the hoods in technical terrain.
But they’ve never been popular with elite riders.

I have seen these twice in the 40-plus years I’ve been repairing bikes. Guess I don’t get around much. Both bikes with those levers have been on RAGBRI, the ride east to west on Iowa in the heat of July.
