Just received my new Trek Checkpoint ALR5 and I am trying to install the water bottle cage by removing the mounting screw, however it is just spinning and cannot be removed. It appears it has been installed too tightly and it is now stuck to the raised part of the mount. I have tried vice grips but I don't want to scratch the frame…

Take it back to the shop you bought it from.
The rivnut is loose in the frame, if you received it like that they should warranty it.
Find someone with a rivet gun and expand it a bit.
You can also use a hub & quick release; same thread as qr, put it in hub, install qr (without nut) & thread it into rivnut & tighten. Activate the qr lever & it will tighten the rivnut.
common not common issue, since you purchased it brand new, just take it to the bike shop and they’ll fix it.
