I would offer 120 and see if you can meet at 130 to 140.
not a horrible but at 150 but I think it should be valued less because of its age

Why do you want this bike? This looks like 70s. If you like old road bikes, sure. If not, I’d look for non down tube shifter, with more modern side pull brakes.
Is the rims steel? If yes, just pass. It doesn’t stop in wet and it’s too heavy.
The price is fine to me but it depends on the local market
