My bicycle got stolen a month ago, I managed to get it back (yay) but the thief painted it, he didn't even bothered to sand it for the paint to stick to the frame so my question is, Can I get it off to its original color?

Some spray paints are solvent based and never cure in same way as a two part paint. Try hitting it with some spray paint remover, there are multiple brands that make it. With any luck your base paint will stay.
I have found rubbing alcohol often removes spray paint, but not a frames clear coat
