Sorry, your post is a little unclear. You’re saying the current owner had the fork steerer repaired because the previous owner had cut it too short?
Find out where the repair was carried out and see if they have a good reputation. Looking at your picture, it’s hard to see where a repair has been carried out, which may be a good sign.
However, there’s something that doesn’t ring true here. That bike has had two owners, yet the paper sticker on the SRAM crankset is still in place? That bike has barely been ridden, which makes me suspicious. I’d get more info on the back story of this bike and the two owners. Maybe it’s stolen.
