Is this a regular payload? You could slot some cardboard together to create individual cupcake pens, within the box.
(I also like stick them together using toothpicks idea)
Edit: another thought. Are the plastic bits that keep six-pack cans together still a thing? Could recycle

i had a similar situation happen to me aswell they were even in one of those clear plastic things that hugs the cup cake super close they still managed to flip but i didnt really care i still ate them and the icing off the package like a savage.
