can i get a second opinion is this a primer residue (top side) from a paint chip, appreciate your answers

To me it looks like a chain-drop has chewed up the paint on an aluminum bottom bracket shell.

What frame is it and what is it made of?

Get an orange marker pens and fill it in, or some chip repair paint. If there is any real damage you will see the pain crack. Looks like chain drop scuff to me, nothing to be worried about.
