I’m trying to remove the pedal arms of my e-bike so I can get at the motor. I’ve removed the bolt in the arm connecting it to the body, yet I can’t seem to take them off. Any idea why?

You need a special tool called a “crank puller.” The Park Tool CCP-22 is a good example, but there are others. If you want to keep using the cranks, that’s really the only option.
you need a crank puller tool. They are about $10-$15
