It’s normal on Ekar, but I have no idea why it is that way. Probably just a Campag thing.
It moves towards the bars so that the brake lever can be actuated. See [here](https://www.campagnolo.com/on/demandware.static/-/Library-Sites-campagnoloLibrary/default/dw95fe80d7/pdf/035_2457_User_manual_Ergopower_calipers_Ekar_Campagnolo_Rev00_03_2021.pdf) to adjust the position of the shift lever to have better control.
