Put some bearing grease on the inside of that rubber cap. It gives you extra protection against water entering.

you can remove it completely, wheels very commonly dont have it or lube it, it looks like its jamming on the hub, you can lever it away from the hub (its just a rubber boot slid onto the axle) with a screw driver or something. just push it towards the frame. you can see the tucked in bits where its too close to the hub

A drop of chain lube takes care of the noise.
Do you know de model of the rubber seal?
You can lubricate it a bit.
