It’s a POS SE Bikes 26/29” cruiser…go buy a pair of chain tensioners..will square that up. These bikes are just garbage unfortunately. Spend some money and they are passable. We have owned 4 of these over the years…never bought new, always second hand and then made mods to bring them up to ”rideable”

Can’t tell from this Pic. Could be as simple as the wheel not set in the dropouts, a loose hub, or a severely warped wheel.
