Might be a back swept bars with installed bar ends in the middle. It’s a diy way of getting a more custom fit with bar ends/horns. I have a similar setup with my soma dream bars.
As others have said, probably Koga Denham but I came here to say I have a Vecnum Freequence suspension stem as in the photo and it’s the single best addition to my bike. For a stem it’s expensive but so so worth it. 10/10 recommend.
