It’s seems to be to be a presta valve with some sort of adapter stuck on to it, try unscrewing it

Presta valve with a schrader valve converter screwed on top .. you could use the same kind of pump that a Bmx bike or car uses.. or you can unscrew it and use a presta pump

Looks like a Dunlop adapter on a presta valve. Unscrew that adapter and you should have a regular presta underneath it. If the presta is open, you should be able to inflate it with the adapter on it. If air won’t go in, the presta underneath is closed.

It’s a Dunlop valve! A Schrader pump sometimes fits it. If you’re in a country where these are common, most pumps should simply fit it

It’s Presta underneath that Dunlop adapter, but if it’s that old and stuck, you should probably replace the tube anyway. I’d just cut it off.
