My main concern is to make the back sturdy enough to keep it from flapping around. Fastening points are plenty!
I thought I maybe try to find something like a light bbq grate in the same size and use this as a support from the back…then I always would have a bbq grate with me, just in case 😅!
I also thought about to wax the canvas to make it somewhat water repellent

You might get more/better responses over at r/myog (Make Your Own Gear). Most panniers and top rack boxes use thickish plastic sheet for panel stiffeners.
That internal webbing. Cut a hole in one end and insert a wooden pole. Will give the top rigidity. Then a plastic sheet internally and glue the back to it.
Just ideas.
Dowel on the back and some stiff plastic inside

I use this as a frame sheet in a summit pack about that size. It’s a waterproof sit pad and is used to add structure to a modern pack. Only 14 bucks, ultralight and unbelievably well made. Cushions your gear too
I use Soviet field medic bags.

Seems like those are pretty similar to what you have, so I might make a coule of detailed photos and DM you later.
I don’t even know if you need to add rigidity for it to not flop around. That might make it harder to secure. I don’t know anything about wax but if I were in your shoes that’s a cool ass bag and I would look into that and give it a go. There are nice nitto rear bag supports on crust for sure, maybe check Rivendell and blue lug. Little costly but the quality is worth it. Then I would just get a bungee net for a basket from one of those sites and secure the bag to the rack with that. I would also lightly tie it to the rear of my saddle to keep it in place I’m sure one of those straps already on it would work if you have attachment points on the rear of your saddle. Keep us posted! Add some patches!
I’m thinking [titanium](https://www.kickstarter.com/projects/pacofire/pacofire-worlds-lightest-portable-camping-grill) combo bbq/bag stiffener 😉
What do you mean by rear frame bag? Saddle bag? Pannier?
I got some plastic cutting boards: https://www.amazon.fr/gp/product/B07X2NRNGG/
