A lot of commenters seem to think OP slapped this together in his garage:
So the limit would be around 2.4 tonne shear force for a 4mm steel bolt
If we take lever force to be linear, it would mean that the force exhibited on the seat should be around 3x less, since the balance is at 1/4.
Which brings us to around 800 kilos of force, applied to the seat, needed to break the tiny bolt.

I’m amazed at the number of people that have never seen a Softride before. There’s a couple in my city that I see from time to time that still get regular use.
