My crank arm fell off during ride (2nd picture ) it felt wobbly beforehand not sure if it’s damaged or just got loose but I put it back on and it seems fine now . Only problem is that the first picture has black washer the 2nd which fell off doesn’t and I couldn’t find it in the road is it fine to use without washer I don’t even see the purpose of it since it’s on the outside … thanks

It’s a rubber dust cap to keep crud out. It should be there. Shouldn’t cost much to find one with it built in.
How long did you ride it when it was wobbly? Even a mile is enough to damage the crank arm. At the very least, I’d replace the bolt with a new one.
