It’s called headset cable routing, aka internally routed headset. It gets a lot of hate but with a combination of an internally routed handlebar and stem I think it LOOKS amazing but an absolute nightmare to work on (totally would do it for my own bike but hope a customer would not bring one in)

OP, next time you can do yourself a favor and just ask the actual question you have up front, in full.

You have a Deda headset of one type or another (looks like a Superbox to me, but we can’t see the spacers you have on top), we also can’t see enough of your stem. Some stems take round top caps, some do not.
You have a Proprietary D shaped steerer. Looks like you already found a picture of a Forza topcap, and got a link to one for sale. Until you provide additional information that’s as good as you’re going to get.
