I’m trying to mount some fender here (SKS Stripes 65, specifically), but as you can see there isn’t a single hole in the seat stay bridge that extends all the way through.
Is there any way to mount fenders here? Would it be okay to just drill a small hole to extend the vertical hole that is already there in the first image?

It’s absolutely safe to drill that through with same sized bit or smaller. Just follow the existing hole.
If you end up drilling from the back for some reason, be sure to use a center punch to keep the bit from wandering all over the place. But try to find a friend that has a 90 degree angle drill to fit from the inside.

My metal mudguard clip snapped off so I taped the brake bridge with black tape and resecured the guard with two zip ties. It’s lasted longer than the metal clip.

You could probably get one of these hose clamps with a bolt welded on in there, but it will be a bodge.
Theres no eyelets for a rack either, hmm? Otherwise you could try fitting a rack that includes a fender mount.

While drilling out the brace is likely not going to be a problem, you could more safely drill through the fender, zip tie it to the seatstay bridge, and then caulk the holes in the fenders

How about the Zefal Shield fenders? These are mounted directly to the seatstays.

I have used a p-clamp with a bolt inserted from underneath the fender and spacers as needed for fit. Works great.
