Is $1200 for this bike a fair price? Don't know much about bikes and tried to research it but couldn't find much.

Gatorskins on a Tri bike…sigh.
If you don’t know much about bikes this is almost certainly not the bike you want. It looks fancy and fast, but will be unpleasant to ride. Triathlon/time trial bikes are designed to go fast in a straight line on flat ground, and that is all they do.
