I would start with some penetrating oil and a pipe wrench and try to work it back and forth while adding some more oil as you can.
If that does not work you may be able to tap it in a little bit and spray some penetrating oil down. This could help break the seize.
Last ditch would be to try some gentle heating of the seat tube. This would be my last ditch effort to avoid damage to the frame.

Did you cut the upper part off? In addition to what the others have suggested (oil, heat, etc) try to get some leverage.
If you have tools and space you could try putting the bike upside down in a bench vise. Then you can turn the bike itself and not the post.
Also the post looks very thick at the top, you could try filing or grinding flats into it so that you can use an adjustable wrench to turn the post, maybe with a long section of pipe for leverage.

Penetrating oil overnight. Go in from the top and through the bb shell if you can. Then put the seatpost firmly in a table vice and use the frame as leverage to break it free

Wd40 is useless the aluminum had fuse the steel frame pour bleach down the post a couple times a day for a few days then get a good wrench on it with lots of leverage

At that point, if the frame is steel and the seatpost is alloy, I’d just use caustic soda.
