Build it and ride it. I can’t tell what the derailleur is in the pic, but the bolted-together chainring tells me the components are decent. The saddle looks nice. I’d go mostly stock (ish), but add a rear rack and some nice platform pedals. I would use all the parts currently on there and just add what’s needed to make it complete.
Edit: I just looked at the pic on my computer instead of phone and zoomed in more. How did I miss the lugs on the frame? That thing is rad.

That thing is sweet! …I would be leaning toward a tear-down, clean-up and rebuild without changing anything. Maybe new saddle and Vbrakes (maybe new bb) but keep the old stuff in-case you wanna change it back…

if it was mine i’d keep the 3x, keep the brakes, fix it up. i’d put sweeps and a rasket up front
