Can’t tell from the camera angle. Try filming straight from the top and straight from the back. What happened for the derailleur to behave this way? Did you run into something/fall on that side, or did you replace the chain?

It is possible to bend a derailleur cage, it is perhaps more common to have a bent derailleur hanger, but we can’t tell anything from the angle shown.

It is possible to bend a derailleur cage, it is perhaps more common to have a bent derailleur hanger, but we can’t tell anything from the angle shown.
Or it could be a[ Shimano Tourney derailleur](https://bike.shimano.com/en-NZ/products/components/pdp.P-RD-TY500-SGS.html) with a stamped steel mount, which can also bend where it attaches to the frame.
