NBD for me this past Friday and I’m super excited for my new Marlin 7 gen 3. One annoyance the way the shop mounted my rack the bolts rub the tire ever so slightly and I don’t notice until I started my first ride. I had to remove it for the ride. To fix it should I add washers on the top of the rack or find slightly shorter screws, did the shop use the right rack for this tire size?

That’s not good enough, take it back for them to fix. I’d suggest you don’t have the right rack anyway, as the top of the rack should be parallel with the ground.
Did the shop not have Bontrager racks in stock? They will fit much better than Topeak and other brands.
