Flathead or countersunk screws
Counter sunk flat head screw according to McMaster

Look similar to what’s in a bunch of my shoe cleats.
Try contacting the manufacturer of the derailleur.

I was facing this dilemma a couple of days ago so I have some experience with this. If you’re based in the US just go to your local home Depot / Lowe’s and pick them up from the screw section. It may not be the exact length but it could still work for your purposes.
Can prob get at Lowe’s…maybe. Would want stainless.

If you want allen/hex fastening then search for CSK Socket screw.
When measuring the length of csk or countersunk screws you include the head in that measurment unlike any other bolt/set screw.
“M4×12 Socket csk screw stainless”
Will get you loads of hits.
Yours might be 9 or 10mm long though rather than the 12 i used in that search.
You could change stainless to bzp if you want a zink plated screw r
ather than a stainless steel screw.
