Is anyone familiar with how this headset routing cap is adjusted? When the wheel and stem are pointed perfectly straight forward, the cap is slightly off center which is annoying.
I had the top cap and stem off yesterday to make some fit adjustments (the problem was already present prior to this), and the cover still seemed held in place. I did not want to mess with it without understanding how it was installed. Is it simply a compression fit, such that if I loosen the top cap and stem bolt, I can simply twist it slightly with my hands to recenter?

It is just compression. If you loosen the top cop and stem bolts you should be able to spin it by hand. It may just be tight because of the hoses going through it
Mine am slightly off center. Just enough for me to notice. As said loosen the stem bolts. Then top cap slightly. Be sure to torque then back. You have a torque wrench don’t you? Also after a few rides check for looseness and redo if necessary. Mine was loose after a resent cyclocross ride.
