I unscrewed the bolt on the stem to raise the stem up a bit but now I’m not able to screw it back. The bolt turns freely and doesn’t seem to thread into anything.

The wedge probably fell down into the tube.
The wedge nut has fallen off. Take the stem out, turn the bike upside down and shake it out. Might require fishing it out with a coat hanger or something. Screw it back loosely on the stem bolt and then re-install the stem.
If you unscrewed it all the way you went way too far. It threads into a little wedge at the bottom of the stem which is now detached. Remove the stem, retrieve the wedge, thread the wedge back into the bolt and reinstall the stem.
