Do you have a hitch rack? Does it have straps that contact rims? Either way, it looks like fading anodizing so yeah definitely need a new bike. Your bike looks used now!

If this was in line with the spoke I would be concerned it was discolored due to stress. This just looks like discoloration. I would run your finger over it and check for a bump. If it is smooth I would just ride it but keep an eye for any changes.
