They remind me of the spacers that come with bike lights to help them better fit a variety of tube sizes and provide grip – but if your gravel bike didnt come with lights, not sure.
Knowing what the bike is – did you buy it new from a shop – or used and the seller gave you a box of parts would be helpful.
