I am trying to swap bars, but this bolt points directly into the hood. I don't have any tools which can get to it. It would need like a super short wrench or something idk. Any recommendations? Anything I'm doing wrong here?

You need a long reach T-25 torx bit. Flip the hood up from the top of the hood and push it back as far as you can and lift it so you can stick the tool under the hood and into the torx bolt.
Either keep rolling the hood up or insert under the hood from the under side.
That’s a T25 Torx. I have slightly different levers, but on mine it’s easier to reach from the front, like so:
