Can you in theory? Yes. Should you? Probably not.
As part of getting a dropper post, max insertion depth should be taken into account
You probably shouldn’t. But it is definitely something I might do myself if needed. I would just drill out the bolts and file smooth.
From the pics, those look like rivet nuts. If they’re not welded on, then removing them will have no effect on frame strength. Just carefully drill the outer flange until it separates from the inner part and then flip the bike and dump the inner part. It looks like there’s a bend in the tube between the holes, so if you can get away with it, just remove the top one so you can still plug the bottom hole when your seatpost won’t go that far down anyway.
