OP can you double check the black ring first inside the BB shell is plastic please?

This is bad. It looks like someone peened the bb shell so the bearings wouldn’t come out.

Wack the the end of the spindle real f-in hard a big f-in hammer. Like one of those big ole 5 pounders. Then wack it again. Repeat from other side. If it doesn’t budge you’ll have to resort to extreme destructive methods.

I’d junk this frame. By the time you get that out (hammering bearings out of a heavily-peened bb shell) you’ll have offset the alignment of the frame and ruined it anyway. The PO probably did this because the shell was worn, causing the bearings to slip. Their “solution” allowed it to live through just one more set of bearings.

Why do you want to remove the bb? If its to change the bb or spindle length then don’t, leave it as is and plan on a different bike for your end use. If its because the bearings are worn out and need replacement you can try it but theres a good chance the bike will be trash after.
this is the bike in question. A Norta from 1987, a gift for my father’s 1st communion. The bike still works perfectly, but I has some play in the BB, so I was hoping to be able to tight it or fix it. I will not try hammering as I would not like to damage the frame, but thanks again everyone for your help!

I think the peening coold be relieved by grinding carefully with a rotary tool. I saw how you intend to leave this alone. That seems a good choice.
But when you do want it removed, I think you could prep with penetratiing oil, vibration, time (a week plus) and repetition. Then drill or grind between thee outer race and BB to create purchase for a drift, then screw out the BB with a hammer and drift. By drilling between the outer race and BB, you could hopefully leave a bit of space to prevent hammering the shell. The shell is mild steel and will be easily chased after to correct the inevitable dings.
I also think If you made a wood support with a hole bigger than the bearing, but smaller than the shell, you could place the frame on that support, on its side, and just hammer out the axle and bearings, and hacksaw or dremel out the bb from the inside
