If the fork is steel, you can take it to a frame builder and have them cold set it back to true.

There are [tools for bending forks](https://www.youtube.com/watch?v=DIY0e7wM4jg)back, although it’s usually for a fork with bent blades, not a steerer bent to the side. No one sells them anymore nor will you find shops willing to do this work in 2024. The risk and liability is not worh it. For the cost of labor to do this job correctly, you can just buy a new fork.
