Pry with a small flat blade screw driver or a large needle point or similar, such as a small nail point. These self positioning washers sometimes stick just due to their snug fit. These washers position the hub’s axle flats into the correct orientation and also self center the axle within the frame dropouts.

If you twist the rear wheel vertically it should flex the frame just enough to push the washers away, at which point you can either pull them off by hand or lever them off with a screwdriver or tyre lever
