I got a free 1986 Bianchi Brava, a pretty decent vibe in it's time, with several issues, largest of which is a dent on the top tube. The frame itself doesn't seem bent, the tube is just crushed a bit. I have seen videos of dents in steel frames being repaired with blocks of wood cut to the same diameter as the tubing, but I was wondering if that will work or not based on the size of the dent and how close it is to the lugs?

    Yes, tube blocks will reduce the dent/flattening. You can use them right up to the edge of the lug. You’re unlikely to completely remove any dent with blocks, just reduction. They also risk taking the paint off the high spots of the tube
