Place the wheel on the ground, sit on the tire, and use a cheater bar or have a second person turn the chainwhip. If the cog was installed without grease, it still might not move

Side note, has anyone here used Pedro’s Vice Whip? Makes these old chain whips look prehistoric. I absolutely love mine.
First off, sit on the wheel and push downward from above. And if you have a bit piece of pipe laying around with a be enough ID to slip over the end of your wrench, that’s also helpful.

assuming you’ve got a steel frame – though honestly you could almost certainly do this with any material – here’s what to do. this is guaranteed to work.
1- put the wheel in the frame, forward in the drops.
2- take the chain off the chainring and drape it around the bottom bracket shell (put some rags down between the chain and frame if you’re concerned about contact there).
3- spin the wheel forward a bit. you want the upper length of chain to fold under the cog as you spin it. keep spinning, you’ll need to use some force.
this method requires no tools and uses the radius of the wheel as a lever, which is equivalent to a very long wrench or short breaker bar.

It takes a lot of force, but that lever you got should be about enough. Watch some videos.
Two blocks of wood, bench vice. Use the wood to give the cog something to bite into, crank that vise tight, and turn the bus left.
