There is no industry standard but at the company I worked for our standard was 6mm of clearance between tire and chainstay with any tire over 32mm. So my guess is a MEASURED 54mm is your max. Also make sure you have the same clearance at your chainstay and seat tube. Some bikes with slack-ish seat tubes and short chainstays can actually not have enough clearance between tire and seat tube.
