As you can see I already have a 40L cargo box on top of my rear rack, which I don't move. I would like to have more space when shopping groceries, using the lateral side of the rack. There is the secondary horizontal bar that I could attach a pannier to, but I cannot find any that suits: all paniers go above the top of the rack, and this space is not available. Any suggestion?

Ibera Pakrak panniers would work, so would most others that aren’t brand specific.

Ive got folding panniers like these and I love them. https://a.co/d/dRnjtMJ
They’re plenty big for carrying groceries and you can fold them up so your bike has a slimmer profile when you aren’t using them.
They can probably clip onto either the horizontal bar or even your current basket and then you just use the bungee to secure it to the bottom of the rack.
Sorry, kind of answering your question with a question. What bike rack is that?
Out of box thinking, maybe use a MIK or Klickfix adapter on your crate (or a crate already purposed for quick release), so you can remove it and access the pannier rails.
If you throw some 2×4 on there for spacers, you could use just about anything
