Cheapo single speed maybe, but fixed isn’t worth the effort IMHO.
For cheap SS: You could just get a chain tensioner/ slightly broken derailleur, put it in the cog with the best chain line and adjust the chainring according to your liking. Keep the brakes.
Edit: looking again, I see that derailleur hanger might be dead and not allow for a tensioner to be installed. And this frame doesn’t allow for easy repairs on that part

You can keep your set of wheels however you’ll need a conversion kit to convert your rear wheel to a singlespeed. If you want a fixed gear you’ll need a new rear wheel. Note that these typically have a width of 120mm. In my case I went with a santafixie wheelset and i was lucky that they are wide enough to fit inside a 135 mm dropout. However you’ll need some spacers for the hub.

Honestly, I’d pick that thing up as a fun beater road bike for 200$. Not a cool enough frame for all the hassle of a conversion
