More freely than that. Either cranks have been preloaded too much (depends on how they fasten) or the bb is just new and has sheds loads of greese in and will loosten up through riding, or bb shell is misaligned, first two are more likely
Edit: what i would do, to diagnose, is:
Take left crank off.
Spin again.
If it suddenly spins much more, its the preload thats the issue, if the same, likely just needs bedding in (riding)

If the bottom bracket is brand new, there can be a fair bit of seal drag. Also, without the pedals attached there’s less mass to keep the cranks turning. Overall, it does not look especially bad to me.
But I would also double-check the preload.

That’s fine. With that said your chainring isn’t big enough it’s only the size of a dinner plate it should be the size of a pizza pan.

Whenever I do this test I always hear Calvin Jones voice in my head saying, “Cranks should turn buttery smooth.”, and when it does it puts a smile on my face.
